Proxy error page

idk requested to merge proxy-error-page into master

This allows us to override the proxy error page in container tabs when the I2P proxy is not ready yet(and thus not able to emit an error page). This is used to provide troubleshooting tips and guide the I2P user to correctly start their HTTP Proxy.
