WIP: Upgrade it to Python 3

idk requested to merge idk/i2p.www:modernize into master

Using a combination of python-modernize, six(a python library), and a bunch of tedious googling I got the website to run on Python3.11 on Debian sid. This runs but it is not extensively tested. Could use some help from somebody who likes Python better than me but for now I'm just going to visit pages until something breaks.
