No more monotone and trac

Little Big T requested to merge lbt/i2p.www:no-more-monotone-and-trac into master

Dealing with http://i2pgit.org/i2p-hackers/i2p.www/-/issues/35 here a set of changes. Shouldn't close the issue (my guess), but should address all of the straight-forward stuff (excluding tags/URLs) coming up after searching for monotone as described in the issue. There are some attempts to "just generally improve", so please do review and provide feedback if possible. Shouldn't "break" anything and improve things, but untested in terms of any build/tests/whatever.
