Type 4 Routers

As PQ does not affect the X25519 static key or N handshake protocols,
we could leave the routers as type 4, and just advertise new transports.
Older routers could still connect, build tunnels through, or send netdb messages to.
NTCP2 Alternatives

Type 4 routers could advertise both NTCP2 and NTCP2PQ* addresses.
These could use the same static key and other parameters, or not.
These will probably need to be on different ports;
it would be very difficult to support both NTCP2 and NTCP2PQ* protocols
on the same port, as there is no header or framing that would allow
Bob to classify and frame the incoming Session Request message.
SSU2 Alternatives

Type 4 routers could advertise both SSU2 and SSU2PQ* addresses.
With added header flags, Bob could identify the incoming transport
type in the first message. Therefore, we could support
both SSU2 and SSUPQ* on the same port.
These could be published as separate addresses (as i2pd has done
in previous transitions) or in the same address with a parameter
indicating PQ support (as Java i2p has done in previous transitions).
If in the same address, or on the same port in different addresses, these would use the same static key and other parameters.
