WIP: add a slightly smarter launcher for browsers when routerconsole.browser is unset

idk requested to merge idk/i2p.i2p:semi-browser-config into master

@zzz This is the piece I was talking about adapting from i2p.plugins.firefox for UrlLauncher/SysTray, it will launch a browser and the vast majority of the time, that browser will be able to reach both I2P sites and also configure the console: http://zzz.i2p/topics/3407 I didn't make it do Mac yet because I know it doesn't work with Safari and the point is to work with the platform-configured browser.
