Adds the ability to use `$OS` and `$ARCH` variables in clients.config and plugins.config(updateURL.* only)

idk requested to merge idk/i2p.i2p:plugin-config-redux into master

Implements/closes #340 (closed) and allows the user to use $OS and $ARCH to refer to the host OS and Architecture in the clients.config and plugin.config file.
