idk requested to merge idk/i2p.i2p:backup-locale-conf into master

This adds inclusion of /etc/locale.conf to i2prouter i2p.init, per backup's suggestion and closing #326 (closed). That said, I don't know why it needs to get ARCH at all? We should either merge this change or close #326 (closed) for now.
