Proxy Error Page CSS

idk requested to merge idk/i2p.i2p:proxy-css into master

Will close #330 (closed)

I am creating this MR so others who may wish to review changes to the proxy error page CSS may do so before they get checked in. It's still a work in progress, especially the dark theme, but the light theme is OK looking right now.
