NetDB: Add aggressive LS expire

zzz requested to merge zzz/i2p.i2p:expls into master
  • When ff, aggressive expire non-RAR LS outside our keyspace
  • When not ff and for subdbs, agressive expire non-RAR LS oldest-first
  • Fix subdbs so LS RAR is only set when we requested
  • Subdb LS should never be RAP
