Blocklist: Revert #93

idk requested to merge idk/i2p.i2p:i2p.i2p.2.5.1-revert-expirable-blocklist into master

Reverts MR 93, which added user-configurable blocklist expiration times. This change is not longer necessary or helpful.

@zzz review if you like or just ack, it's a pretty straightforward "just revert it" job here.
