Revert Blocklist/Banlist Changes

idk requested to merge idk/i2p.i2p:i2p.i2p.2.4.0-revert-blocklist-changes into master

This reverts the banlist and blocklist to the state they were in in 2.3.0, in order to address the issues raised in #417 (closed)
