I2p.i2p.2.4.0 no more multihome cache

idk requested to merge idk/i2p.i2p:i2p.i2p.2.4.0-no-more-multihome-cache into master

Replaces the multihomeCache with the multihomeNetDb. Reclassifies multihomeNetDb as a clientNetDb. Adds a helper to identify a multihomeNetDb. Makes multiHomeNetDb act as floodfill when mainNetDb is floodfill. Stops all clientNetDbs from reseeding.
