[Feature/Bug?] - I2PSnark manual tracker fetching/notification

It would be nice to be able to manually tell I2PSnark to contact a given tracker for a given torrent from the UI, like Transmission or Deluge allow.

The use-case which I have where it would be practical is for the addition of new torrents to postman tracker, as a torrent downloaded from somewhere else (e.g.: exclusively from DHT) still won't notify the tracker even after editing the torrent to add the tracker (and uploading it to postman) for either several hours or until the next I2PSnark restart (I restarted the I2PSnark application after a few hours of no notifying, I have no idea if it would have ever notified it on its own).

This means the torrent won't appear to be seeded until next restart even while you're actively seeding.

The intention was that the flow of stop torrent - edit torrent - start torrent would start announcing to the new place. But now that I look at it, I don't think it does. It only works if the torrent wasn't previously running. Once it is, the TrackerClient object is created and can't be changed.

Looks like a bug.
