I2P doesn't respect wrapper.config
On Windows I2P does not seem to respect wrapper.config. On windows you can make changes to wrapper.config to use a different version of Java eg:
set.JAVA_HOME=C:\Java\jdk-10.0.1
and then re-launch I2P using i2p.exe. I2P will ignore the new JAVA_HOME and continues to run using the system Java 8 JRE.
Changes to JAVA_HOME in wrapper.config should be respected by i2p.exe.
Workaround
You can get around this by not using i2p.exe to launch I2P. Instead launch I2P using i2prouter.bat.
