Windows: Update of old router switched config dir

    I updated an old router on Windows from 0.9.39 to 0.9.49 and after the update it created a brand new config dir in AppData/Local, abandoning the old dir in AppData/Roaming.

    I believe this is because at WorkingDir line 101, it checks for the presence of a AppData/Roaming/clients.config.d directory to validate that it should be used?

    Unfortunately the clients.config split to clients.config.d happened in 0.9.42. So updates from versions older than that will not happen correctly? I'm not completely sure about it, but that's my guess.

    Assigning to idk as he did the change from Roaming to Local.
