NTCP: Just use first 8 bytes of Hx^Hi for replay check

   - Initializer cleanup, finals
   - Escape "--" inside HTML comments
   - Log errors to router log too
   - Notes on ticket #508 header line issues

   - Move some methods to BaseBean
   - Locking on config file accesses
   - Remove static log and context

This causes the 'i2p' package to force the version of i2p-router to match.
