Update {Batched}FragmentTest to JUnit 4
	Use a single instance of I2PAppContext

router tests

- Fix several router unit test compile errors.
  They all compile now.
- Move SubmitMessageHistoryJob to i2p.scripts, it is not a unit test

these tests are only slow with cobertura enabled

- Fix RouterAddress test failure caused by removal of expiration

  Still a few left where the test is overridden.
- Fix DestLookupMessage test failure caused by missing data.
