Profiles: Don't decay during first 90 minutes of uptime 

Change decay from .75 twice a day to .84 four times a day;
approx. same overall decay in a day (.5)
Parameterize decay variables for clarity
Fix multiple NPEs in ProfileOrganizer CLI
Other cleanups
