NetDB: 

  - Send exploratory lookups directly to the floodfill if
    we are already connected to him
  - Don't encrypt RI lookups when overloaded
  - Don't explore when overloaded
  - SearchJob cleanups
Tunnels: Drop instead of reject requests on high job lag
