* Floodfill Peer Selector: Prefer already-connected floodfill 

      peer for direct RouterInfo stores, to mimimize floodfill
      connections
    * Peer Profiles: Classify connected peers as "active",
      which will help improve the fast pool
    * Transport Manager: Add isEstablished(Hash)
