Add some config files for a future small distribution

+They disable the following:

+  - I2PSnark
+  - SAM
+  - SusiDNS
+  - SusiMail
+
+And reduce the following:
+  - JVM heap size
+  - Logging file size
+  - Exploratory tunnel length
+  - Full stats disabled
