NetDB: Lookup handler/throttler fixes (Gitlab #468) 

- Allow limited lookups when non-ff, but still disallow expl. lookups
- Remove unnecessary banlist checks in handler
- Add lower non-ff limit in throttler
- Fix check for our RI
- Remove now-unused stats
