* i2psnark: 

   - Add kbucket debugging
   - Eliminate redundant explore keys
   - Add more limits to DHT tracker
   - Delay expiration at startup
   - Only enable updates for dev builds and 1% of release builds
 * Update Manager: Warn on dup registration
