SSU: Add support for IPv6 SSU Peer Testing 

(ticket #1752; proposal #126)
In PeerTestManager, this is simply the removal of v6 restrictions,
and the tracking of whether we are testing v4 or v6.
In UDPTransport, track v4 and v6 peer tests separately.
