Router: revert changes to OutboundTunnelEndpoint

idk requested to merge idk/i2p.i2p:i2p.i2p.2.5.0-revert-outbound-changes into master

This reverts the changes to OutboundTunnelEndpoint.java which were made during the 2.3.0 and 2.4.0 cycles. These changes introduced a great deal of complexity and some redundant stats which could have affected performance for little known benefit.
