Debian: Change order of JRE Dependencies

The first option of dependencies should be available, but it is not.

Changing the dependency to
  default-jre-headless | java11-runtime-headless
will default to installing the default JRE (Java 17 in bookworm)
while allowing users to use other JREs instead.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
