Update .tx/config and docs

You said you migrated to the new tx client and config, but I only see changes in www .tx/config, no change to i2p.i2p.

i2p.i2p must be migrated and tested before the release.

Additionally, review and update both www and i2p.i2p docs for any changes necessary to reflect the new requirements and invocation changes.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
