Investigate reports of `.bat` script being unable to launch Jpackaged I2P router on some Windows Systems.

@zlatinb reported in the meeting today(October 5) that a freshly installed I2P Bundle on a freshly installed Windows 10 VM with a freshly installed Firefox may fail to start the Jpackaged I2P router.

Obviously needs to be investigated ASAP.
