Update:

- Stub out support for clearnet su3 updating
 - PartialEepGet and SSLEepGet tweaks to support clearnet update
 - Remove proxy, key, and url config from /configupdate
 - More URI checks in UpdateRunner
 - Add su3 mime type
 - Move advanced setting to HelperBase
