Description

After first install. Going to any settings page, then immediate back without changing anything, gets the popup "Please restart I2P to apply the changes". Happens after a full stop, app exit, and startup again too.

Something in Util.checkAndCorrectRouterConfig() needs to be tweaked?

Long-standing known bug. The settings-merging code is not great.
