zzz 41096c7f23 - Add heardAbout() and call for receive peers ...

- Move last-seen tracking from NodeInfo to NID, add fail tracking
- Make NodeInfo fields final
- Remove nodes on consecutive failures
- Only persist nodes heard from recently
- Implement NID verification for security
